How do I transfer my app progress from iPhone to iPad?
The app has transferred but from the beginning not at the point I was at.

I assume that you are talking about a game ... but it will work the same way for any app data anyway.
If you want to transfer game progress or app data from the phoe to the iPad, you have to restore the iPad from the phone's backup. The phone backup contains the app data and game saves.
When you restore from a backup, you restore everything in that backup to the iPad - you cannot pick and choose what to restore - it is all or nothing.
