Q: unlock iphone 4s

Contact the cell provider it is locked with and see what their procedure is to unlock it.

If it is AT&T then you can call them and request they unlock it.

That is not true, many cell phone providers around the world, including Orange, 3, Vodaphone, etc. in the UK (and I'm guessing that the OP is from the UK) offer unlocking. AT&T was actually late to the unlocking game.
