Can I use an Airport Express to expand my wireless network from my iPhone?

I use an iPhone on location but would like to extend the range. Does the Airport Express connect to my iPhone network and can I use it to expand the range?

iPhone 4S, iOS 5.1.1

not a router such as ap express can't connect and wds from an iphone hotspot
