iPod Nano (6th generation) charging/playing issue

My iPod (6th generation) will not play while the charge cord is plugged in. The screen displays "Connected Eject before disconnecting" and will not play until I remove the charge cord. Even with a full charge the music will not play while the charge cord is plugged in. Is this by design?
