My friend is in China and has an Iphone 4. I have an Iphone 4s. For some reason iMessage doesn't seem to work when she isn't connected to wifi. Is iMessage available there while using regular cellular data service?

My friend bought me an ipad 3 in China but its not activating facetime and imessage. What will be the problem as im using it in Mozambique. It also use sim card but when I put the sim card its not working. Does that mean that thw ipadwas blocked in China so I habe to go and unlock it. Please help me
That depends on what "regular cellular data service" means... do you know if she has 3G? EDGE? And what carrier?

That's correct...works fine when she's connected to wifi.
She's on AT&T and she purchased their roaming data plan. I'm assuming this is 3G, but I wouldn't know how to tell if it was using EDGE.
If she's an AT&T customer roaming in China, she may have her cellular data turned off much of the time as, even with a plan, data roaming is expensive.
She bought like 120mb for 30 bucks. That should be plenty to send essentially unlimited imessages. She has data turned on. I'm just wondering if anyone else has experienced this problem and what can be done to fix it.
So facetime is only not working when using cellular data but works fine using WIFI? You need to contact the China cellular service provider for this. 
I used iMessage from Japan without incident. As doncht suggested, it may well be a carrier issue. There might not be anything she can do about it.
Actually iMessage is the problem, not FaceTime. FaceTime is not supposed to work over a cellular network at this time and requires Wi-Fi. FaceTime calls over cellular are coming this Fall in iOS 6.
If you can send her a text message (not an iMessage), then ask her what she sees in the top left of her screen.

Haha unfortunately it's written in Chinese. I guess we'll just deal with wifi only.
In addition to paying for the additional data package she needs to verify that data roaming is enabled on the iPhone. With those two things in tact iMessage will work just fine.
