I have downloaded IBlacklist from the App store to block a mobile and a home number but cannot get it to work can anyone help

It has a 1-star rating. It apparently doesn't really work.
Delete it. Call it a $1.99 lesson learned and contact your carrier for real blocking solutions.
Make sure in the future that you read the reviews for the app before purchasing. Not one review mentions that it works.
The iBlacklist App is bogus. The only working iBlacklist app is for Jailbroken iPhones. That is available from the Bigboss repo in Cydia once you jailbreak your iPhone
The app seems to be fake. This is what the website says:
