Mac OS XIt seems like you have been pretty thorough with trouble-shooting, so it may be a defect in the shuffle. If it's new (or less than one-year old), you should have it looked at under warranty. If there is an Apple Store nearby, you can make a reservation at the Genius Bar. Otherwise, you can use the Contact Us link at the bottom right corner of this web page to contact Apple's tech support. If it's defective, you can see about getting it replaced.
If the shuffle is not under warrantly, there may be other things you can try...
Did this work before, and it is not working now for some reason? Or is this the first time you are trying to use this shuffle with this computer?

The serial number of a shuffle printed on the surface is very small; it's location is shown here

I don't think you need to have the receipt, because Apple tracks purchase date by serial number.

I thought about it, it has actually been closer to two years since I purchased it! time flies!! any other thoughts, other than buy a new one?

Mac OS XOK, good to know that you sometimes need a receipt. I guess if you buy directly from Apple (online or at an Apple Store) and probably some major resellers, then it's in their system when that iPod was sold, so no receipt is needed. That shuffe model was released a bit less than two years ago, so it can't be MORE than two years...

Did you buy a new cable because the one that came with it was lost or damaged? If so, did you buy the official Apple part

There are third-party replacements, but you need to make sure it is described as being for the 3rd and 4th gen shuffle. If the cable is for the 2nd gen shuffle, it will not work on a 4th gen shuffle. The connectors are different.
If it's the correct cable, when you connect it, does the shuffle appear anywhere else in Windows, such as in device manager?
