Q: can i use the standard $30 data plan when i travel to europe?

I am on Verizon. Can I add international plan for a short trip.

I don't think the Verizon iPad can be used in Europe for 3G access. Wifi will still work.

The new iPad can be used in Europe with a GSM SIM. You should be able to get a prepaid one in Europe. On the new iPad, the "standard plan" is a 4G LTE plan and you can't currently roam internationally. If you have an iPad 2, it will not work in Europe except on WiFi.
