I see the same problem with "Mail" in 10.8.x. I'm considering this as being a regression bugs and I have seen other regression bugs compared to 10.7 where all worked fine. For example, the unread status is not behaving correctly, when you read an email, it disappears, when you set it as unread, the symbol does not appear until you unselect the email.
I have already logged a number of bugs for Apple and they at least closed one as a duplicate. Which is not surprising me, each time I log a bug, they close it as a duplicate and then I lose the visibility on the progress.
I can't understand how they did not tested all these bascis functions in "Mail" for 10.8. Meanwhile, this is almost an application I cannot use in a reliable manner.

Actually you can. First you highlight the word (or words), the way you would to select, paste, or select all. You have to actually highlight it. . After you highlight it select the arrow that pts to the rt. it gives other options. One if them is BiU, except the B is bold, the i is in italics and the U is underlined and you can choose the one you want. It only gives you that option if you actually highlight it. You can't just touch the word because I tried that and it gave other options, like quote level but not bold, etc. I can also do it on the web, but I can't in this msg box. I have no idea why it comes up if you actually highlight it, you can't just tap it.
Note: I have a 4 (not 4S) and version 6.1.3 (10B329) software. I don't know if that makes a difference and I don't even know what the part in parentheses means. I also don't even know if its Rich Text. As far as I know The text is whatever the default is because I haven't changed it and can't find anything in settings that tells me. Hope this helps. I was also frustrated because I knew I'd seen that choice when I highlighted things on the web but couldn't find it on email. guess it has something to do with highlighting it but don't know why.
