Hello,
had exactly the same issue. Found out that it has something to do with multiple installations (or no installation at all) of Java Runtime Environment. On my system (Win7 SP1 X64) there was no Java installed so I downloaded and installed the latest JRE from Oracle's website and now the Bonjour service works for me.
