Purchases transfer on country change

I changed my account country and the iTunes stopped updating the apps purchased before though it still shows the number of updates available. Also I cannot repurchase them even after deleting from the iTunes. Is there a way to transfer the purchases? Yes, I know I can still update them from my iPhone or iPad but should not the desktop iTunes be in charge for this?
