Loss of network service after restarting iphone 4

When my iphone 4 runs out of battery or I turn it off, I can`t get any network service. The only way to get service is to connect it to my laptop and manually open iTunes. Then suddenly i get network service, without any updating/synchroization happening between the two devices. The iphone is fully updated. How to solve this problem?
