I am traveling to Europe and want to turn my cellular data off on my iPhone 4s to avoid large bills. Will this make my alarm useless and require me to bring another alarm clock?

Your Alarm will work just fine, even in Airplane Mode.
You can disable cellular data, which is the main reason for large bills while traveling, from Settings>General>Network.
