I have synced my Pictures library on my PC to the iCloud PhotoStream. Is there a way to see all my iCloud content in a web interface, like it's allowed by all other cloud services (such as Skydrive, Google Drive, SugarSync, Dropbox)? It's surprising to find that iCloud doesn't provide this simple feature that every other cloud service does.

No.
If Apple bigshots are listening -- quite surprisingly, MS's Skydrive leaves your iCloud in dust!
Unblievable you chose not to implement simple things as accessing content online, easy sync with PC, creating folders/albums and sharing with friends, for that matter any customizating of folder structure. Completely disppointed!
iCloud isn't supposed to work like SkyDrive. It is a different service, with different goals and methods of working.
If a SkyDrive-like service suits your needs better, use that. No-one is forcing you to use iCloud.
Actually, there is a way. Go to icloud.com and sign in. This will allow you to view and edit icloud-related stuff, like an icloud mail account (@me.com), iwork documents, and photos... Other than that, iCloud is not designed to store stuff like SkyDrive does. If you want to store other documents and files, Dropbox is a pretty good solution. I'm not quite sure about the photos, since I don't use photo stream...
Sure, I am using Skydrive but I expected iCloud to solve a simple problem -- I have 300 photos in my Camera Roll and I wanted to download them to PC without connecting a cord. I setup iCloud because it claims to "push all iCloud data to all your devices". iPhone backup used up 2GB, but I can't seem to locate it on my PC after setting up iCloud on both my iPhone and PC.
On comparing products -- every product is different, but one does expect some obvious functionalities to work well. Yes, iCloud pushes new iPhone clicks to my PC after setting up iCloud, why can't it sync the entire 2GB of my iCloud content? It's a legitimate question.
I went on iCloud.com, I see Mail, Contact, Calendar, Find my iPhone, iWork --- BUT no Photo Stream or Camera Roll even though 90% of my iPhone backup is Photos + Videos.

That's what Photostream does. Above you were complaining about completely different things.
Your iPhone backup is stored in iCloud. It is no use on your PC, therefore it is not on your PC. The iPhone backup is not the "content" that is synced between devices. Contacts, Calendars, Email, Bookmarks, etc is the "content" that is synced. The iOS backup is a separate function to syncing.
Photostream and Camera Roll are not supposed to appear at iCloud.com. Nowhere does it say they should.
Photostream is a conduit for transferring photos taken on an iOS device to other iOS devices and computers. It is not, and does not claim to be, a web viewable photo gallery.
You seem to have some major misconceptions about what iCloud is, what features it offers, and how they work.

Yes, I installed iCloud Panel on PC right after I setup iCloud on my iPhone. The problem I have is that new iPhone photos (post iCloud setup) appear correctly in the PhotoStream folder on my PC, but the hundreds of older photos in my Camera Roll don't. That's my simple problem.

I can give you a Mac answer, but I'm not sure how the whole Photo Stream thing works in Windows.
On the Mac, you'd synch the photos from the phone to your computer and then move them to the Photo Stream in iPhoto.
I'm not sure how to do the same thing on Windows.

You have to go into your camera roll, select all the pics you want to go to the photo stream, and share them with your photo stream. It's basically the same process for a pic to your facebook except you choose photo stream instead. Once you do that you should be able to see them on your PC through the Apple iCloud Panel app.
Tsauce, you seem to know your stuff and would like to intervene and ask a question about photo stream. If I'm connected via wireless and through a VPN corporate network, will the 'Photo Stream' folder be created on all PC's in the network?
So if photostream/icloud can't do it, what can? I would prefer not to have to root my iphone, nor install even more "TSR" programs onto my laptop. Is there another easy way to access my photos takes on the iphone on my PC? Or is this another reason to switch to android?
