Itunes store won't launch

I am not able to access the itunes store when I try and launch itunes. What the heck? I don't have a proxy issue. Is Itunes simply unable to work with pc security?

I click on the itunes shortcut it won't go to the store. I use the diagnostic tool and it says it cannot make a secure connection and I try the help button and it won't connect there either. Apple will not talk to my computer. It is as if I have no internet connection. I do have internet connection. and have no issues with any other connection. I don't have the proxy problem. I even turned it on and then turned it off. I tried opening it in safe mode, still no go. I am frustrated and rather upset.
