I haven't use FCE in a long time.
I do have some video captured onto FCE I'd like to see.
What would be the best steps to reconnect all those files and folders (which are confusing to me right now) so I can view them?

Yes. The issue I had was finding the location of those files again--from 2006.
Is there a way to export these files for use with Adobe Premiere Pro CS6? I recall there was a way using Final Cut Pro, which I don't have.

The files on your Scratch Disc are where the real media is located not in the FCE Browser.
The files that appear in the Browser are just names, file paths linking FCE to files attached to your Scratch Disc or drive/s.
APPCS6 should be able to use these real files in their current state if they are compatible.
If you are looking the the location of a file in the FCE Browser use the Reveal in Finder shortcut command.
