Wheres my water and others not syncing game progress over icloud

Got some progress on my iPhone 4 Wmw app and tried syncing with it with my app on my iPad (3rd gen) and had no luck

Apps are current version, idevices have latest firmware, game centre are both logged in, iCloud both backed up, documents and data on both showing as being backed up to iCloud but they won't sync.

Tried deleting and reinstalling apps and retrying everything but that didn't work

Possibly conflicting game save files?

Is there anyway or does any ideas on how to fix the issue?

Is there a way to look at files and check game saves?
