The USB ports on the display won't work if the display's USB cable isn't plugged into the computer, so it's not just for brightness control. The USB connection is also used for the display's camera. The Thunderbolt version of the display doesn't use any of the computer's USB ports, but it requires a computer with a Thunderbolt port.
There is not going to be any fix for this. It's working as designed. If you have a wired Apple keyboard you can use its two USB ports for devices that don't need much USB power. If you need extra USB ports you will need a USB hub. You could free USB ports by using other ways of connecting some devices. For example:
Bluetooth instead of wired keyboard and mouse.
WiFi printer.
FireWire cases for USB disk drives. (FW800 is faster than USB.)
