Q: Operator/Apple issue about personal hotspot function on new iPad
Dear Apple,
As you have advised, I have contacted with my operator (Turkcell in Turkey) and they told me that only way to activate personal hotspot is "Apple should release a new firmware to new ipad to activate hotspot function." As you can appericiate, both answers do not help me to understand why i can not use this function?. İs it hardware related and/or software related? İs it about 4G infrastructure or a sim card issue? Could you please give us more detailed answer so that we can make sure that we can and/or can not activate this function.
Grateful your urgent response,
Regards,
Sinan Toklucu

At the bottom right of this page is the Contact Us link.
Personal Hotspot is already included in the firmware of the "new iPad with WiFi + Cellular". Apple does not need to add this feature - it is already there.
However, whether this feature is available to customers is controlled by the network operator you use. Some don't offer it at all. Some require you to pay an additional charge, and with some it is included in the standard data tariff you already pay. You would need to contact your network operator to find out which category they are in.
Apple cannot enable Personal Hotspot for a network operator that does not want to offer this feature to their customers.
