Yep have the same problem have been to the apple store about two times and they have been no help... So I am guessing these "GENIUS'S" still have not figured out the solution.
Found an answer that worked for me.
Logged into https://appleid.apple.com and went to manage your Apple ID and there I clicked on send verification email and it came immediately.

When they send the verification email, where do i log in to check my apple inbox?
It gets sent to your apple id email address, or to the recovery email address you have associated with your apple id. So, do whatever you would normally do to check that (or those) email address(es).
It still didn't send an email. This is stupid.

Make sure you are checking the email address you used to set up your iCloud account. Check the spam/junk folder as well as the inbox. If it isn't there, go to https://appleid.apple.com, click Manage your Apple ID, sign in, click on Name, ID and Email addresses on the left, then to the right click Resend under your Primary Email Address to resend the verification email.
I only have one email address on my account. My email is my account ID. I have asked requested that it send the email to verify my account. I have checked my email and spam. They have not sent my email.

I followed the steps and still no luck.
I am receiving all other emails from Apple like welcome to the discussion community and my account has been updated. I have checked my gmail spam folders.
Maybe Apple won't verify a gmail address?
That shouldn't be a problem. Many people have Gmail IDs. Apple was having quite a few issues earlier today...perhaps there are still some lingering problems. You might want to try again tomorrow in case it's a problem at Apple's end. If it persists, try contacting the Apple account security team for your country and ask for assistance: Apple ID: Contacting Apple for help with Apple ID account security.
