If you can't remember them then go to Express Lane and select 'iTunes' from the list of 'products' in the middle of the screen.
Then select 'iTunes Store', and on the next screen select 'Account Management'
Next choose 'iTunes Store Account Security' and fill in that you'd like your security questions/answers reset.
You should get an email reply within about 24 hours (and check your Spam folder as well as your Inbox)

It doesn't work especially when you are outside the US like me and you are unable to call Apple directly.
I tried that it didn't work any other ideas
In what way didn't it work ? You've gone through (and selected 'iTunes store account questions', not 'iTunes store account security') and filled in the email page to request that they be reset ? The page says that you should get a reply within 24 hours
Yes I have now I tried too any times it is locked very frustrating I might create another apple Id to fix it and email too
It says that they'll reply within 48 hours
I don't see "Itunes store account questions" because is the first time i was trying to buy something from itunes, and i forgot the answer to the security questions
Go to iforgot.apple.com.Enter your Apple ID
(reset your password)Then Go to My Apple ID(sign in with new password)
now: I skipped right over Password and Security section
and entered an Alternate email address. This probably didn't matter.
So just go to Password and Security and reset answers.
didnt work. this is soooo frustrating. and total run around in support.
Found this route:
Go to https://expresslane.apple.com
Select the last option in the middle row of options: More Products and Services
Select the last of the next four options: Apple ID
Select the last of three options: iTunes Store, App Store or Mac App Store
Select : Apple ID account security
Click on Continue
The next page you will see a BS article to read, below it is an Email Option...Click on it and write them to please reset your security questions. Also, please take that opportunity to let them know that their idea of support for managing your account security is a vicous circle of repetition leading to nothing. =)

We are fellow users here on these user-to-user forums, you're not talking to iTunes Support nor Apple - I've asked the hosts to remove your email address from your post (it's not a good idea to post personal info on any public forum).
If you have a rescue email address on your account then use that to reset them : http://support.apple.com/kb/HT5312
If you don't have a rescue email address then you will need to contact iTunes Support / Apple in your country to get the questions reset : http://support.apple.com/kb/HT5699
