Nope, did not happen. Simply not possible.
There is no way to add storage to any iOS device.
Sounds like additional storage was purchased for iCloud. The videos (or any content) stored in iCloud is not on the device, it's in the cloud.

There is nothing to upload. If you purchased the content from iTunes, it is already there. Simply download it to the device to play the content. Content is not streamed from the cloud.
If the content was purchased elsewhere, it can be uploaded via iTunes Match and then the above applies. This will only work with audio content, I do not believe a video version exists.
