Not that has been announced, no. Apps do not have access to the functions necessary to do this and Apple has made no comment or announcement regarding adding this functionality to the iPhone.

Contact your carrier and see if they offer this service.

What I did was created a silent ringtone, then the "Blacklist" gets that ringtone assigned to them.
