Q: Problem with iCloud and an app

I have had a problem with iCloud since June. I tried to fix it on multiple occasions but to no avail. I kept getting notifications saying I didn't have enough space to backup my iPod touch (4th gen). I didn't think anything of it until one day, I logged on to my favorite app Pocket Planes and received an error message. I had been playing the game for about 2 weeks, and I had been receiving error messages from iCloud for 3 weeks, so this app had not been backed up at all. The error message came up saying "Attempting to load app data from iCloud", which was impossible since it had never been backed up. I closed the app, deleted it, reinstalled it; nothing. I tried to make more space on my ipod. I deleted about half of my apps, and half of my pictures. There was no change at all. The iCloud back up which had said I had 99.5 mb of space available before barely changed. It now says I have 100 mb of space. After deleting all that, shouldn't a lot of room been made available? Help would be appreciated. I have no idea what else to do.
