I am a teacher that would like to use iTunes U for my classes. About a third of the students don't have a smart phone but they do have a PC (mac and windows). Is it possible for those students to see their class material (like those using the iOS app) and participate with their laptops?

Almost certainly. They just need iTunes on their computer; iTunes U is right in the top menu bar when they connect to the iTunes Store:
Only if you provide material authorized in iBooks Author would they absolutely need an iOS device.

I saw that but when I clicked on it, I couldn't see where they could access my specific course and materials. How can they do that in the iTunes U window? On the iOS device they can search or use the URL that I give them to find the course and access it...but I can't see any way to do that in iTunes.
The URL should still work from a PC or Mac. They run the URL from a web browser and that should then launch iTunes and take them to the course. If your course is private, I believe they need to be logged into the iTunes Store first; I'm not sure, not having every worked with a private course.
