If all else fails:

Presently there appears to be problems on Apple's end, so it may be quite some time before they respond.

I got some help from an apple assistant on the phone.
It is kind of round about way to get in
Here is what he said to do and it is working for me...
1) on the device that is asking you for the security questions go to "settings", > "store" > tap the Apple ID and choose view"Apple ID" and sign in.
2) Tap on payment information and add a credit/debit card of your preference then select "done", in the upper right corner
3) sign out and back into iTunes on the device by going to "settings"> "store" > tap the Apple ID and choose "sign-out" > Tap "sign -in" > "use existing Apple ID" and you should be asked to verify your security code for the credit /debit card and NOT the security questions.
4) At this time you can remove the card by going back in to edit the payment info and selecting "none" as the card type then saving the changes by selecting "done". You should now be able to use your iTunes store credit without answering the security questions.
It's working for me ...I just have to put in my 3 digit security pin from the credit card I am using.

This used to be the way you would do it but as I stated earlier this ability is currently not an option

Is your suggestion different from this one that was in my post?
No it is the same, I was just stating that that is how you would do it if that ability was still an option right now

OK, then it was my misunderstanding for which I apologize.
iTunes will not reset security questions.
i contacted iTunes on this matter and they that they are unable to do so. i tried emailing them and doing it myself and nothing. They say that they are trying to get the problem fixed. this is sloppy on apple's part.
Sloppy is you forgetting your questions and answers. How is that Apple's fault?
i wrote down my answers and they are still not taking it.

Thank You! After spending an hour on the phone with tech support and 7 emails back and forth with iTunes support this finnaly fixed my problem! Everyone should try this first!
I shall try this as its my last resort! I have no other way of resetting my security questions as apple seem unable / unwilling to help
whats going to happen when millions of people recieve their new iphone 5's and realise they dont have their security answers when they try and purchase their first app on their new device? will apple have it fixed by then? I doubt it!
