1. Open your Settings
2. Go to "Restrictions"
3. If Siri is turned off here, that's why it's not showing for you as it should normally.

If you have a missing siri in your device,do not worry.
All you have to so is:
Go to Settings>General>Restrictions>And scroll down to find siri.Enable the siri once you found it.
ITS NOT OVER.
Go back, and find for siri in your general settings and you have to enable it.
Do not go in back the restrctions because you have already enable it.If you havent enable it
