If you did not turn on iCloud, and the Find My iPhone service, then there's nothing you can do to locate the phone. Report the loss to the police and to your carrier so they can turn off service.

Did you not read the post directly above yours? If you did not set up Find My iPhone, then there is nothing you can do except contact the police to report it stolen, and contact your carrier to turn off the service.

If you report you stolen iPhone to your carrier, they will have the ability to brick you device rendering the phone useless to whoever stole it. Also, you can check with the GSMA to make sure the phone is registered as a stolen device.
