screen rotation locked, screen rotation locked

My iphone 4s screen will not rotate and there is an icon in the dock that is a lock and rotating arrow. I can not find out how to unlock this setting. anyone else experience this?

Tap the lock icon to unlock.

From any home screen, double tap the home button.

Swipe left to right and tap the far left button (rotation lock) to toggle this feature.

Press the home button when done
