imessage waiting for activating - what does this mean?

Brand new to Iphone 4S - I can't seem to send /receive a text. I geta message saying "iMessage waiting for activating" What does this mean? Thanks

iPhone 4S, Windows XP

Try going to Settings>Messages>Receive at>Apple ID>Sign Out

and then sign back in.
