I am trying to restory my Ipad and I get the massage. Activation request could not be completed. Please retry activation later

Well that could very mean what it is saying. You may have to wait and try again later if there is an issue with the Apple server. You can also try temporarily disabling your firewall and antivirus software while activating the iPad. See if that will let you connect to the server.
