External links won't open to my satisfaction in Safari

I use to have multiple open Safari-Windows, each with multiple tabs. When I click on a link in Mail, I'd like that link to open in a new tab (what it does) in the window I used last (what it doesn't, instead it opens in the first window I opened). Is there a way to force the link to open in a specific window?
