Data corrupted error on mobileconfig file

After converting the example to an XML format, I am getting the error "The Data couldn't be read because it has been corrupted" I can still open it in Text Editor, and the xml appears valid. Any suggestions?

Mac Pro, Mac OS X (10.7.4)
