Try deleting the problematic file (electing to remove original file if/when prompted) and then re-downloading the file from the iTunes store.
You can re-download content purchased from the iTunes store (availability varies depending on location) using the purchased option from the Quick Links section in the top right corner of the iTunes homepage in your iTunes application on your computer.

There is no option to purchse i can see apart from the one next to the track itself. I tried that. Now i have 2 copies of the same track which fail to download and which fail to permqanently delete.

You say you can download them again, but the only option which appears says 'downloaded' and that's not an active button. How can I download them again? I tried deleting them but they just reappear when i restart iTunes.
