Try a Reset...
Reset ( No Data will be Lost )
Press and hold the Sleep/Wake button and the Home button at the same time for at least ten seconds, until the Apple logo appears. Release the Buttons.

This didnt help, i have to make hard reset several times to work again,, and then after using my ipad for a while it freezes again.. i tried every single step in the internet with no help.. is there a specific apps that would make the touch screen freezes ???
