If you only changed the email address of an existing account with which you bought the app, then you should be able to download it again with no additional charge. If you are using a new Apple ID (completely new account), then you have to pay for the app again or log out and log in with your old Apple ID to download the app again.
To log out from your current Apple ID and switch back to the old Apple ID...:
I Cant change the email address because it's already verified for another apple ID and that one I forgot the password and when I try to reset the password they told me that the emile was sent but I didn't see any thing in my hotmail . that's why I enter with another apple ID !! Can I delet an account ??
No, you can not delete an Apple ID.
Have you already checked the spam/junk folder? (Sometimes these emails lands in the junk folder)
Yes I checked alot .. It's empty and I don't know what I will do now !
Ok, if you are sure that used this email adress for resetting your account and you do not get any verification email, I personally would suggest to contact Apple via "Express Lane": http://www.apple.com/support/contact/

I do not understand why it does not work. In the last step you can write an email to the Apple service that they should help you.
