Are you moving the power switch on the shuffle to either the play-in-order or shuffle position? You should see "green" under the switch when it is ON. Also, make sure the headphones jack is pushed in completely.
Thanks for your response, yes I am moving the power switch to play. I was wondering if the head phones need to be apple?
It's possible that there is a manufacturing defect, like maybe the power switch is not working. When you switch it ON, does the status light on the shuffle momentarily show the battery status color?

The headphones do not need to be Apple headphones, but... Is this a new purchase, because it should come with Apple's headphones? Using any headphones, if possible, you should try a different set just to make sure the headphones are not faulty.
It's a simple device, so there's not much the user can do wrong (once it is set up and loaded in iTunes). If this is a new purchase (or within one-year from purchase date), you should contact Apple tech support to have the shuffle looked at under warranty. You can do so at an Apple Store Genius Bar, if there's one conveniently located, or by using the Contact Us link at the bottom right corner of this web page.
