Q: transfer contacts to another phone

Without using iCloud, sync your device to your computer running iTunes with contacts syncing turned on, then sync the other device.  The data goes through iTunes, not directly form one device to another. Otherwise use iCloud's services to keep all devices in sync.

...and iphone doesn't use a sim card to store contacts.
