BTW .... If you actually explain what you have done or what exactly isn't working - you might get some better help.
It was logged out of n not by me then when I tried to logg back in it says my password is wrong I changed it in still goes to next like it wants to verify then jumps back to sign on screen same with iMessage screen. So I tried creating a new apple id in it does the same thing. I worked with it for over an hour in it will not let me lg in. I verified the email n got confirmation from iTunes page as well so idk what is up. Is there a way to delete FaceTime then re download it?
You cannot delete the preinstalled apps nor can you download them again. Maybe all of the settings are messed up now.
You can try resetting all settings. Settings>General>Reset>Reset All Settings. But you will have to enter all of your app preferences and device settings again.

First check that FaceTime is not disabled in general/restrictions. If that isn't the problem try changing dns servers on your iPad.
1. Go to the Settings App.
2. Tap on Wi-Fi
3. Your chosen network will be ticked. Tap on its white arrow over a blue circle button to its right
4. Tap on DNS
5. Replace the current information with 8.8.8.8,8.8.4.4
6. Try visiting a website with Safari to see if this works
7. Try registering iMessage / FaceTime
If still not working...
Settings -> General -> Date & Time -> Set Automatically: ON
Yes date time setting has been known to cause issue.
Had the same problem with Factime. Updated to latest system release and the problem has vanished.
I had a similar issue but mine said cannot verify username and password.
To resolve this i went to generals: App store and clicked on my apple id. when a pop up shows click on view Applie id account. There select the payment process and select NONE in the type of card instead of your visa or mastercard. save it and then you can try getting into facetime., It should be good. It worked for me. Good luck. Lemme know how it goes
