If you have tried to enter your credit card or debit card, and are having trouble afterwards with downloading apps even free apps you can try: turning off ICloud, turn off fingerprint for just ITunes and apps, go to Safari and remove history, turn your phone off and then turn it back on… you should be able to at least download the free apps but probably not the apps that cost money. Until your bank supports Apple Pay. These are the steps I did for my iPhone 6s. You may try the steps differently. I made sure when I turn my iCloud off that I kept all the information on my phone so I wouldn't delete any picture. Since my phone is new, I was not concerned about losing passwords etc. when I deleted my history and websites from Safari. At this point, I haven't tried to turn the iCloud back on and download free apps. I'm going to try that next.
