when installing the OS X Mountain Lion operating system I got the install failed due to hard drove damage. Is this a true error or is this a result of the ned OS?

Boot from the recover partition and run Disk Utility>Repair Disk
Or boot from installer DVD and run Disk Utility>Repair Disk
That error means that the disk check that runs at the beginning of the install process turned up problems, and that repairing those problems was not successful. This is not the fault of the new OS, the problems were there before the install process started.
Start by following Leroy's directions. There's a chance, though, that the problems won't be repairable by Disk Utility. If that is the case, you can try DiskWarrior, which can often repair drives that Disk Utility cannot.
However, if DiskWarrior becomes necessary, there's a chance that some of your data may be damaged already, and it is also possible that the problems won't be repairable by DiskWarrior. Do you have any backups?
