Q: Is the ATT 3G iPad2 a device that can be unlocked and used on a different carrier's 3G network?

Can I use my 3G ipad 2 on a network different from AT&T? Does it have to be unlocked from the AT&T network?

This is the iPhone forum, but GSM iPads are not locked to any specific carrier, so you can use the iPad with any carrier with a compatible service. Not many choices in the US other than AT&T, though.
