What is your actual problem. If you want to check email via www.icloud.com. You need to log in or create an apple I'd, then when you are logged in, it should show 5 icons. click on the far left one titled mail. You should then be able to access any email accounts that are set up with iCloud. To view email via iCloud on an iOS device, you go to settings, iCloud, you log into iCloud, then click the mail on/off button. That should activate iCloud mail on your iOS device.
