Firewall blocks permitted apps

Hello. I'm having a frustrating problem with the firewall in Lion. My iMac sometimes begins blocking access to services that have been explicitly allowed. For example, here is an example where it's blocking an SSH connection from a computer on the same subnet even though SSH access is allowed:

Has anyone else experienced this? How did you work around it? Rebooting does not appear to be useful, though disabling the firewall and rebooting before bringing it back up can resolve the problem temporarily. Windows file sharing is also affected.
