My safari menu bar used to stay at the top of my screen. Now it is always hidden unless i hover my mouse up there to get it to briefly reappear. How do I get it to appear all the time, like it used to? Help!

Is there a little two way diagonal arrow over on the top right? not on 10.7 right now.
