Is there there a possibility to arrange my photos in a different order in the camera roll folder? If you create a folder on your own u can push the picture about 5 seconds and then arrange however you would like to.

Yes… but only in iPhoto. If you select the photo you want to move and select Photos > Adjust Time & Date… you can move them about by changing the date & time to just before the one you want to move it in front of. It's a bit manual especially if you have many to move about but it's a way to do it.
By the way, I need to quit iPhoto and relaunch it to actually see the photos move in the film rolls/Photos library after changing the Date & Time.
It's great for those times when your camera/source for your photos wasn't set or wasn't set correctly.
No, you can't rearrage the photos in the Camera Roll. You can, however, put photos in albums in whatever order you want. Consult the manual for instructions. It's book marked for you in Safari on your phone.
I take it this is something you're doing on your computer in iPhoto?
