If the battery is fully charged and your IBook want run off the battery, then It could be a problem with either the DC in board or the ribbon cable that runs from the in board to the logic board. Which version of the iBook do you own? Go to the Apple logo and then " About this Mac" Let us know.
Try restting the PMU by doing the following http://support.apple.com/kb/HT1431
