The download package will not work on Mountain Lion unless you try some unsupported things. You already have the details in the other posts.

i just configured my old airport express to play airplay. Roll the firmware on your airport express back two versions ( assuming that you had updated it when the airplay on the iphone stopped working ). Reset the airport express with the pen in the base, the yellow light flashes for 3 seconds ) open the airport config utility, make sure your wifi is switched on also. when it recognises, click on extend wireless existing network, it will connect to it the green light will appear and you can then further alter the configuration. Warning, resist the urge to then update the express firmware after this works, as it will most likely break the connection. the firmware version i have on the airport express is 7.5.2. hope this is of some help.
