When I try to open an attachment in the Mail app, it will look like its starting to download the attachment but then it'll stop after about 5kb or so. Its really annoying as I get emails w/ attachments frequently. Any help with this issue would be greatly appreciated!!!

That doesn't help at all. I've been able to open them before without any issue but now all of a sudden they just dont want to open.
What are those that you can open before? Plain text? html?
Open an attached file
Touch and hold the attachment, then choose an app to open it. If none of your apps support the file and it isn’t one that Quick Look supports, you can see the name of the file but you can’t open it.
I'm not sure but the files I'm trying to look at are PDFs, which I've always been able to open, even if it was in iBooks.
I'm not sure if this will help but I attached a picture of the message I'm trying to get working. I was able to look at these attachments a few days ago no problem, but now it says I need to download them again but wont let me do that or even open them anywhere else
Maybe the attachment were corrupted? I don't see any other ways since the mail attachment is on the server.
That's what I thought at first, but how could it get corrupted if I was able to read it a few days ago and can also access it from a computer just fine?
Would restoring my phone have any affect on it? I had to restore about a week ago. I used an iCloud backup and other than this issue, everything works perfectly fine, but I've never had an issue like this before when restoring so if for some reason that is the problem, then why is it happening now? Accessing the attachments also worked perfectly before restoring and also for a few days after I restored.
Don't know what to say. Maybe something happened somewhere between iCloud and your iPhone.
You can surely try restoring again.
I having similar issues since 6.0 can't open zip files anymore as I can't press on the attachment. Have different zip programs but the prompt for which app to open with doesn't comes up :(
I don't think zip file is supported.
Quick Look supports the following document types:

Have either of you tried resetting? Or checked to make sure you have enough free space?
I have restarted the iPhone and not long ago erased the photos.

How to check that?
I was having the same difficulty and have spent inordinate amount of time sending attachments of varying size and format to myself to find one that will open.
Two possible solutions (that worked - though whether theses changes were the reason or not, I do not know)
1. unchecked " windows friendly attachments" box when sending
2. sent the attachments as ICONS
Both of these changes had to be made in SENDING, not receiving.
