1. Tap Settings
2. Tap General
3. Scroll down to the bottom and tap on Reset
4. Tap Reset Home Screen Layout

This should restore the Camera app icon to your home screen.

No he can't delete the Camera app since it came with the device.

Check your Settings > General > Restrictions > should be OFF > and Camera should be ON.
